Biography
Sheriff James A. Telb was elected to the Office of Sheriff in November, 1984, and began serving his term in January, 1985.

As a lifelong resident of Toledo, Ohio, Sheriff Telb attended Arlington Elementary School, and graduated from Libbey High School. Sheriff Telb furthered his education at the University of Toledo where he earned a Bachelor of Business Administration Degree in Industrial Management, and a Masters of Business Administration Degree in Organizational Behavior. Sheriff Telb then earned a Masters of Public Administration in Police Science from City College of New York. In 1980, Sheriff Telb received a Doctor of Philosophy from the University of Toledo majoring in Educational Administration and Supervision.

Sheriff Telb began his law enforcement career in 1963 when he served the citizens of Toledo as a patrolman with the Toledo Police Division. In 1964, Sheriff Telb was sworn in as a Special Agent with the United States Bureau of Narcotics (DEA).

Sheriff Telb has mentored many of the individuals currently employed as law enforcement executives and officers in this area, and abroad. Sheriff Telb was a Professor at the University of Toledo in the Criminal Justice Department from 1969 to 1999. He is now Professor Emeritus of Criminal Justice. Sheriff Telb serves on the advisory boards of the three post secondary institutions in the area that offer college level education in criminal justice.

During his tenure as Sheriff of Lucas County, Sheriff Telb has served in several professional law-enforcement related associations and organizations. Sheriff Telb served as President of the Buckeye State Sheriffs’ Association, as well as serving as a member and Chairman of the Ohio Peace Officer Training Commission. Currently, Sheriff Telb is the Chairman of the Toledo-Lucas County Public Safety Communications System, the E-9-1-1 Board, as well as being the Chairman for the Lucas County Community Corrections Planning Board. Sheriff Telb is currently serving as a member of the National Sheriffs’ Association’s Detention and Corrections Committee, and as Co-Chairman of the National Sheriffs’ Institute. Sheriff Telb further serves as Co-Chairman of the Joint Regional Terrorism Task Force, which was created as a result of the terrorist attacks of September 11, 2001.

Sheriff Telb has also been the recipient of many community awards, including Law Enforcement Officer of the Year in Lucas County; Community Service Award from the Lucas County Office of Education; Law Enforcement Administrator Award from the Ohio Crime Prevention Association; Ohio Sheriff of the Year by the Fraternal Order of Eagles; Association for Children for Enforcement of Support (ACES) Golden Heart Award (National Sheriff of the Year); Ohio Community Corrections Association’s Annual Award for Work Towards Improvement of Community Corrections in Ohio by an Elected Official; and the Libbey High School Hall of Fame.

Sheriff Telb also believes in the community which he serves by being involved in many youth oriented programs. Sheriff Telb regularly contributes resources to organizations which provide activities to the community’s youth, preventing them from getting involved in gangs and drugs. These organizations include the Police Athletic League (P.A.L.); little league baseball; Mid City Football League; Y.M.C.A., Girl Scouts, Boy Scouts and battered women shelters.

Sheriff Telb is a veteran of the Ohio Air National Guard and the United States Air Force, and is currently an active member of the American Legion.

Sheriff Telb has been married to his wife Linda for 37 years. They have two married daughters and three grandchildren.
