The Toledo-Lucas County Health Department
The Toledo-Lucas County Health Department provides a variety of programs to meet the needs of the community. Some of these programs are created to meet the primary care needs of citizens who are not able to afford medical care from other sources. These primary care programs are very similar to the services that are provided in a family doctor’s offices, but we also provide special services for families who are facing the challenges of poverty.
Primary Care Programs

Primary care is provided on a sliding fee scale and Medicaid and a variety of Insurances are accepted. No one is denied service because of inability to pay. Most care is provided by appointment. Persons wishing to make an appointment or a referral should call (419) 213- 4100.

Child Health

The Clinic Division provides medical, nursing, nutrition, health education, and social services to children and their families to promote health and optimal development. We also provide screening services to identify and treat health, sensory, and developmental problems. Care is provided in a multidisciplinary primary care model to children through the Child and Family Health Service Grant.

Children's Dental Clinic

Comprehensive dental care is provided for children birth to 18 years of age at our downtown clinic. Services include exams, cleanings, patient and parent education, x-rays, sealants, fluoride treatments, fillings, simple extractions, pulpotomies, and emergency services. The American Dental Association recommends that a child be seen by a dentist before their first birthday and maintain regular check ups with their dentist.

We accept all types of dental insurance, including Medicaid and all Medicaid HMO’s. Free or reduced fees are available for qualifying families that are not covered by insurance. No one is denied service because of his or her inability to pay. Most care is provided by appointment. Persons wishing to make an appointment or a referral should call (419) 213- 4266 or (419) 213- 4100.

Perinatal Services

The purpose of this program is to promote good pregnancy outcomes and to assure a good start in life for our youngest citizens. Clinical services are provided by Certified Nurse Midwives. The program, which is partially funded through a grant from Ohio Department of Health, provides high quality comprehensive multidisciplinary care to pregnant and postpartum women. Free pregnancy tests and preconceptual counseling and referrals are also provided. Family Planning services are provided in the Family Practice Clinic.

Family Practice

Adults are served for primary care in our Family Practice clinic. We offer a wide range of services for adults, including well care, family planning, employment physicals, and care for chronic illnesses.

Childhood Immunization Program

The Toledo-Lucas County Health Department provides immunizations, free of charge, to children who receive their primary care from private physicians, but for any reason are not able to obtain immunizations from their primary provider. This program is call Shots 4 Tots. This is a comprehensive, community-based project with the primary objective of increasing age appropriate immunization levels of children in Lucas County. In addition to providing immunizations directly, other strategies include:

  1. Activate the local community to take ownership and provide leadership in addressing the problem.
  2. Increase public awareness of the need for timely immunization of infants through a carefully planned informational campaign.
  3. Community based clinic sites in community centers, shopping centers, and other locations using the mobile immunization clinic, the “Shot Van”, throughout Lucas County.

Care is provided on a walk-in basis. For a recording of times, dates and locations, call the Shot Line at (419) 213-4121 or (419) 213-4100.
